In the occupied territories, they are reluctant to cooperate with the Russians, because they are afraid that they might start to retreat

This is reported by the Institute for the Study of War (ISW).

Local collaborators are not sure that Russia will remain in the occupied territories and are afraid of revenge from the Ukrainian security forces or partisans.

More often than others, the collaborators of Russians are petty functionaries of the banned OPPL party, after the invasion, they surrender Ukrainian policemen and ATO/JFO veterans.

They are also compiling lists of pro-Ukrainian citizens and activists.
