OVA: Lysychansk apartment blocks have frozen sewers and burst boilers

A report from the Luhansk OVA said:

Brigades from the Stavropol region of the Russian Federation came to some schools. They worked where they could get away with cosmetic interventions. But even under these conditions, these workers used substandard materials and left significant gaps in the walls, due to which fungus appeared very quickly.

The OVA reported that the occupants took no action to address the problems:

In Lysychansk, on the other hand, the Russians did not seem to have touched a thing. Due to the lack of centralized utilities, the sewers in the apartment blocks froze and boilers burst in the flats, from which, of course, no one drained water during the evacuation.
