Who is eligible to immigrate to Ukraine and what is a quota

In Ukraine, immigration permits are granted to foreigners and stateless persons who fall into certain categories.



If a large number of immigrants arrive in the country en masse, the Cabinet of Ministers of Ukraine, on the proposal of the central executive body responsible for migration policy, may set an immigration quota in accordance with the procedure established by the Government.

Details about the immigration quota were providedby the State Migration Service.

An immigration quota may be established for the following categories:

  1. Workers of science and culture, whose immigration is in the interests of Ukraine.
  2. Highly qualified specialists and workers, who are in great need of the country's economy, as well as their spouses and children under 18 years of age - if they enter and stay in Ukraine together.
  3. Persons who have made a foreign investment in the Ukrainian economy in the amount of at least USD 100,000 in convertible currency.
  4. Close relatives (full brother, sister, grandfather, grandmother, grandson or granddaughter) of Ukrainian citizens.
  5. Persons who were previously citizens of Ukraine.
  6. An immigrant's spouse, if the marriage has lasted more than two years, their children up to 18 years of age, as well as their disabled parents - members of the immigrant's family according to the legislation of their country of origin.
  7. Persons who have resided continuously in Ukraine for three years from the date of obtaining the status of victims of trafficking in persons.
  8. Persons who have served in the Armed Forces of Ukraine, the State Specialised Transport Service or the National Guard of Ukraine for three years or more.
  9. Persons who have served in the Armed Forces of Ukraine, the State Special Transport Service or the National Guard of Ukraine (regardless of the period of service) and have been declared unfit for military service for health reasons because of injuries received during service.
  10. Persons specified in paragraphs 4-12 of Article 4 of the Law of Ukraine"On the Legal Status of Foreigners and Stateless Persons", provided that they have been continuously residing in Ukraine (under a temporary residence permit) for the last five years.

Immigration outside the quota

Permission to immigrate outside the quota is granted to:

  1. One of the spouses, if the other is a citizen of Ukraine and they have been married for more than two years (as well as their children and Ukrainian citizen parents).
  2. One of the spouses, if the second (Ukrainian citizen) was killed (died) while serving in the Armed Forces or other military/law enforcement units of Ukraine, regardless of the duration of the marriage at the time of death - if the application for immigration is submitted during martial law or within six months after its cancellation.
  3. Personswho are guardians/guardians of Ukrainian citizens or who are under the guardianship/guardianship of Ukrainian citizens.
  4. Persons whohave the right to acquire Ukrainian citizenship by territorial origin (except for those who have previously held Ukrainian citizenship).
  5. Persons whose immigration is important for the state interests of Ukraine.
  6. Foreign Ukra inians (so-called "foreign Ukrainians"), their spouses and children - on condition of joint entry and stay on the territory of Ukraine.
  7. Stateless persons who have resided in Ukraine on the basis of a temporary residence permit for two years from the date of their recognition as stateless persons.
