This was stated by the White House Coordinator for Strategic Communications at the National Security Council, John Kirby, during a briefing.
He believes that Russian dictator Vladimir Putin does not need a reason to kill peaceful Ukrainians.
Kirby also believes whether there will be "retaliatory strikes" depends solely on Putin's decision.
It's not that Putin has come up with new reasons to kill innocent Ukrainians. It's that he keeps doing it over and over and over again.
One proof of Putin's brutality is that when the so-called "attack" on the Kremlin took place, the Russians shelled civilians in Kherson.
