Rada obliged to build bomb shelters in Ukraine

The Verkhovna Rada of Ukraine approved the mandatory presence of bomb shelters in the construction of new structures. 271 people's deputies voted for the adoption of the relevant bill in the first reading. We are talking about the draft law on amendments to certain legislative acts of Ukraine regarding the provision of civil protection requirements in the planning and development of territories (No. 7398).

We are talking about facilities that will permanently accommodate more than 50 individuals or periodically accommodate more than 100 individuals. In this case, the construction documentation must necessarily include a section on civil protection engineering and technical measures, the design solutions of which must ensure compliance with accessibility requirements for persons with disabilities and other people with limited mobility.

Urban planning documentation at the local level should contain a section on engineering and technical measures of civil protection. Approval of urban planning documentation at the local level in the absence of such a section is prohibited.

The document also states that these premises should be ready for use for their intended purpose no more than 12 hours after the need for such shelter.

At the same time, bringing a protective structure of civil protection, a dual-use structure, a simple shelter into readiness to receive the population may require the release of the object from the property of third parties, the document notes.

In addition, it is planned that both balance holders and its owners and users will be responsible for the maintenance and financing of the bomb shelter. That is, the content will be through their own means.

With regard to the lease of premises for the protection of the population of communal and state property, they will be possible, but under certain conditions.
