Office of the President presented a draft agreement on security guarantees for Ukraine

The United States, Great Britain, Canada, Poland, Italy, Germany, France, Australia, Turkey, the Baltic States, Northern, Central and Eastern Europe could act as guarantors. This was reported on the website of the President of Ukraine.

The treaty involves a set of non-military guarantees based on sanctions, as well as the supply of military equipment, weapons and the development of a legislative framework that will allow the confiscation of assets to compensate for damage caused in connection with hostilities.

Main theses:

• The recommendations state Ukraine's course towards membership in the EU and NATO;
• Guarantees should not force Ukraine to limit the size or power of its armed forces, and should not be an element of exchange for a certain status, such as neutrality, or impose other obligations or restrictions on Ukraine;
• Ukraine counts on the investments of the guarantor countries in the military industry and infrastructure;
• To ensure self-defense, Kyiv is counting on the formation of a rapid reaction force with the support of NATO partners and a large-scale training program for its own armed forces;
• The Guarantee Agreement should cover the entire territory within the internationally recognized borders of Ukraine;
• At the request of Ukraine, the guarantor countries will have to meet for collective consultations within the shortest possible time to decide on the activation of the “extended guarantees;
• Guarantor countries should refrain from lifting sanctions against Russia until the end of hostilities on the territory of Ukraine;
• Agreements on the supply of modern air defense / missile defense systems to Ukraine;
• Regional security agreements in the Black Sea with Turkey, Romania and Bulgaria.
