The Georgian Ministry of Defence claims to have purchased these systems.

this was reported by the Georgian Defence Ministry's press service.

Georgia has said that it will not return the Buk surface-to-air missile systems to Ukraine because official Tbilisi bought the weapons in 2007 rather than receiving them for free.

The Defence Agency received the Buk system in 2007 through a multi-million dollar purchase. This was done under a secret agreement, so we are unable to clarify the details. Georgia is firmly continuing to provide humanitarian and political support to Ukraine based on its capabilities. Tons of humanitarian goods shipped, including generators purchased and transferred to Ukraine at the Prime Minister's initiative, are clear proof of this.

Tbilisi also stated that "tens of millions of dollars" were spent on the purchase of Javelin anti-tank systems from the United States in 2017.
