British intelligence says it is deterring the enemy from a full-scale offensive

Russia has no intention at all of stopping the war and abandoning the invaded territories.

Russia is not going to retreat and is reinforcing its presence in the captured territories with new reservists. At the same time, the most acute problem for the Russian military leadership is a shortage of ammunition, according to the UK Ministry of Defence:

Ammunition shortages remain a key deterrent to Russian offensive operations

It is noted that Russia has limited its long-range missile strikes against Ukrainian infrastructure to about one a week because of the limited availability of cruise missiles.

As explained by British intelligence, Russia does not have artillery ammunition in sufficient quantity to enable large-scale offensive operations:

The vulnerability of Russia's current operational scheme is that even the simple conduct of defensive operations along a long front line requires a significant daily consumption of shells and missiles
