British intelligence explains what targets the Russians were trying to hit when shelling Ukraine on 28 April

British intelligence points out that the Russian missile attack on 28 April was one of the most massive in quite some time. At the same time, Russia stopped using long-range strikes. Furthermore, they were not aimed at Ukraine's energy facilities. This was pointed out by the UK Ministry of Defence on Twitter.
According to British intelligence analysts, there is a real possibility that Russia, in attacking Ukraine on 28 April, was trying to hit Ukrainian reserve military units and strike at military supplies recently arrived in Ukraine.
Russia is using an ineffective targeting process and prioritising perceived military necessity over avoiding collateral damage, including civilian deaths," Britain's Ministry of Defence said.
In the early hours of 28 April, Russia launched its first major series of cruise missile strikes against Ukraine since early March 2023. Although Ukraine shot down most of the missiles, at least 25 civilians were killed. The highest number of casualties was in Uman. There, the entrance of a residential apartment building was destroyed. More than 20 people were killed.
