British intelligence gives reason why Russia cannot fully offensive

A new British Ministry of Defence intelligence report has said this.

British experts believe that logistical problems and a shortage of ammunition are the main factors preventing Russia from resuming offensive operations in Ukraine.

Lack of ammunition in Russia (reinforced by these logistical problems) is probably one of the main factors now limiting Russia's capacity to resume effective, large-scale ground offensive operations.

The occupying army has now relocated supply nodes and railroad transfer points to the south and east of the occupied territories to avoid constant shelling by Ukrainian forces. This has made it much more difficult for Russian forces to operate.
