

The system of subsidies in Ukraine is constantly changing, the consequences of the war have to be taken into account, the needs of the population are changing, the priorities of the state are also changing.
What help from the state is available in 2026 and who is entitled to it.
According to the state budget, this year there will be an increase in the subsistence minimum for various categories of the population.
About 2.7 million households (compared to 2.8 million last year) will be able to usesubsidies to pay for housing and communal services, solid fuel and liquefied gas. This amount is determined by the Ministry of Social Policy, Family and Unity of Ukraine in accordance with the expected number of recipients of benefits and housing subsidies, finance.ua reported.
It is planned to improve the mechanisms for providing housing subsidies to the population by strengthening the targeted approach, taking into account the real needs.
Who can lose state support
Citizens who receive subsidies or benefits may be checked for housing and living conditions. The aim is to make sure that the family actually fulfils the conditions for receiving financial assistance.
The checks make sure that only those who are really entitled to social benefits receive them. If a check reveals irregularities or inaccurate information, the subsidy may be temporarily suspended or cancelled.
The Pension Fund notes that verification of subsidy recipients is possible in the following cases:
- if fewer people actually live than registered or declared;
- if the dwelling has more than one separate utility bill;
- if proof is required that the dwelling is not rented out;
- if the household uses electrical appliances or alternative equipment as the main source of heating.
These factors can affect both the amount of assistance and eligibility.
Similar checks may be conducted when applying for or receiving other types of public assistance.
This is the case for monthly financial support for caregivers of a person with a Group I or II disability due to a mental disorder, if continuous care is medically required.
Checks are also used to verify eligibility for single mothers and public assistance for low-income families - including verifying that housing is not rented to third parties.
List of subsidies that will apply from 2026
Housing subsidy for utility bills.
This is the main and most massive type of state aid. The housing subsidy compensates part of the cost of gas, electricity, heating, water supply, water disposal, rubbish disposal and other mandatory utility payments.
Eligible are persons registered in the dwelling; persons actually residing on the basis of a lease agreement or court judgement; individual developers whose houses have not been put into operation if they are charged utility payments; internally displaced persons living without a lease agreement.
In 2026, the subsidy is assigned separately for heating and non-heating seasons and in most cases is automatically renewed.
Since January 2025, a pilot project of rent subsidies for internally displaced persons has been operating in Ukraine. The project will last for two years and provides for both payment of subsidies to tenants and compensation of taxes to landlords.
Those displaced after 2014 or after a full-scale invasion are eligible for the subsidy if they do not own housing in Ukrainian-controlled territory or if their housing is destroyed or damaged as a result of hostilities.
In 2026, the state also continues to finance benefits for payment of utility bills for certain categories, assistance to families with children, payments and compensations to internally displaced persons, as well as targeted programmes to support vulnerable groups.
How to calculate the subsidy
The average household income per person is determined and compared to the subsistence minimum. The resulting coefficient is used to determine the mandatory share of the payment, and the difference between the actual cost of services and this share is compensated by the subsidy.
The calculation takes into account after-tax wages, military pay, pensions, scholarships (except for social benefits), social payments, unemployment benefits, remittances from abroad, dividends and other income declared or obtained from the tax office and the Pension Fund.
The subsidy can be applied for online - through the Diya portal using an electronic signature or BankID. Offline - in person or by mail through service centres of the Pension Fund of Ukraine, local self-government bodies or administrative service centres.
