The Wall Street Journal said this in an article.

The bottom line is that Ukraine has created an improvised reconnaissance network to coordinate combat units on the battlefield. A similar program was created in the U.S. Only the Pentagon spent decades and billions of dollars on it. Ukraine has developed its program cheaper and much faster.

Kiev's improvised network of drones, fighters and weapons, linked through satellite communications and special software, gives soldiers a level of intelligence, coordination and accuracy that allows them to manoeuvre around Russia's large but clumsy armies.

The publication's US digitisation interlocutors argue that Ukraine's success in creating a virtual command and control system on the fly offers valuable lessons for the West, particularly on the need to experiment and engage non-military experts.

The bureaucratic Western military is "too slow and heavy-handed" to quickly apply new technical solutions to problems on the battlefield.
