The use of nuclear weapons was discussed by Russian generals and FSB officials; Putin was not involved in the conversations.

Accordingto US magazine Newsweek, relevant conversations are confirmed by emails that Russian human rights activist and founder of the website Gulagu.net Vladimir Osechkin received from his FSB informant, call sign "The Wind of Change".

The publication wrote:

The letters were published months before Putin threatened that Russia was ready to use nuclear weapons to defend its "territorial integrity.

The publication claims that most of the conversations suggested that Putin would not use nuclear weapons because it would mean "defeat for Russia" in the eyes of adversaries and neutrals.
