Institute for the Study of War experts suggest that Russian troops are preparing an offensive in Luhansk

According to military experts, the Russians are preparing for decisive action in Luhansk Region.



However, it is not yet clear to experts whether this is strengthening defences or preparing for an offensive operation.

Russian troops are reportedly amassing equipment and forces in Luhansk, while units of the Airborne Troops, which were probably previously operating in Kherson Oblast, appear to have redeployed to Luhansk Oblast.

Meanwhile, ISW experts suggest that Russian troops are unlikely to launch offensives in Zaporizhzhia Region this winter, and the Bakhmut offensive appears to have approached a climax.

The head of the Ukrainian military intelligence service, Kyrylo Budanov, said in an interview with the BBC that the situation on the fronts had reached a stalemate and the Ukrainian Armed Forces lacked weapons for the offensive.
